queen_nephthys and I were in Paris a few years ago, a cabbie told us that the predominately Muslim area we were travelling through (not far from Gard Du Nord) was dangerous. By enormous coincidence, it was also discernably poorer and run down. It's fairly simple. Poverty and lack of access to education encourages crime. Poor, angry young men are the seeds from which terrorists grow, given the wrong kind of nurturing and encouragement.
